PASAN to Shutdown State Assemblies over Non Implementation of Buhari’s Executive Order 10

The Parliamentary Staff Association of Nigeria (PASAN) has said its members will shutdown activities in all the Houses of Assembly in Nigeria’s 36 states to press home their demand for the full implementation of Financial Autonomy for state legislatures in line with the Executive Order 10 signed by President Muhammadu Buhari earlier in the year.

The position of the union was part of the Communiqué issued after the 18th National Executive Council (NEC)  of the union held in Abuja on November 12, 2020.

According to the union, a full implementation of the content of the Executive Order 10 will not only enhance industrial harmony in the state legislature across Nigeria, but will also enhance the growth of democracy in Nigeria.

The union however, praised the leadership and management of the National Assembly for creating a conducive environment for the growth of democracy and rule of law in Nigeria through the implementation of the Consolidated Legislative Salary Structure (CONLESS) for parliamentary workers in the National Assembly and called for their support to ensure that PASAN members at the state level were also accorded the benefit of the CONLESS.

PASAN berated the Speakers of the state various Houses of Assembly for their noncommittal attitude in pressing home the demand for the full implementation of the provisions of the Executive 10. Citing the way the Speakers were foot-dragging on the joint suit instituted against the implementation of the Executive Order 10 by the Nigeria Governor’s Forum, the union maintained that “lukewarm attitudes of the ‘Speakers Forum’ over the Governor’s suit was worrisome.

Speaking to journalist on the resolution of the NEC, the National Chairman of PASAN, Comrade Mohammed Usman Salis said “We arrived at this communique based on the issue on the financial autonomy, at least the Order 10 signed by President Muhammad Buhari, which is a constitutional issue.

“It is unfortunate that after the passage of the issuance of Order 10, the governors are still relenting to implement it. The financial autonomy is what will give the legislators independent, apart from that, it will strengthen the legislature and democracy.

 

“But it is unfortunate that the state governors are kicking on this issue, the same provision in the constitution of the federal republic of Nigeria which brought them into power.

 

“So, we have been patiently waiting for the implementation of the autonomy, but up until this very moment, nothing have been done about it.

 

“In our communique, we blame the Speakers Forum who have shown nonchalant attitude towards the realization of the financial autonomy.

“It is so unfortunate that we have to go this far, but I think this is just the best way to tackle this issues. We will fight for our independence, and if the needful is not done, we will take a step further.

“A step further will be showing our grievances by may be shutting down the whole States of House of Assemblies. We still said that we will hold the speakers responsible by showing nonchalant attitude towards the financial autonomy.
